More info needed: Are you in pain? Did your dentist discuss this with you? Is the root time causing any health problems? Is the root tip preventing you from other treatment? These questions need to be addressed before any advice can be given.

Talk to dentist : Talk to the dentist about why part of the tooth was left. Possibly a root tip was in an area close to the sinus or a nerve so it was better to leave it. Your dentist may refer you to an oral surgeon for an evaluation of this area.

Options: If the dentist who removed the tooth was a general dentist, i would get a consult asap with an oral surgeon. If it was an oral surgeon who in deed left part of a tooth, there was probably a good reason. Sometimes we can do more damage trying to retrieve root fragments. The option for a second opinion by an oral surgeon is always there.
