Yes: Bat bites can be the size if a pin prick and go unnoticed. Scratches from bats may only be millimeters in size.

Yes: Some penetrating wounds don't bleed much on the surface, but puncture deeper down into the tissue under the skin, and you can contract rabies from these type of puncture wounds. If you are in any doubt, it is best to err on the side of treatment if the biting animal is not available for examination or observation. Rabies can and does kill. If in doubt, talk to doc , go the local health dept or er.
