I had a doppler echo show an e/a ratio of .78 suggesting impaired left ventrical relaxation. stress test and ecg and ct were normal. is this serious?

No: It is a type of heart failure, it is usually not serious if you do not have any symptoms. However, some people have severe short of breath even with just relaxation impairment.
