Probably normal: Understanding that I am not a pediatrician, unless she has known medical problems, i would just attribute this behavior as normal. Different individuals have different developmental patterns, habits, traits, characteristics, etc. One of my children used to drag one foot as she crawled and many mothers were concerned. It stopped one day, nothing ever became of it, & in fact she was a superb gymnast.

Normal: Newborns do not have good control of their muscles. It is common that they have the tongue sticking out a little bit. Don't worry about this. With growth and development she will out grow this. Enjoy your baby. There will always be somthing to worry about as they grow and change.
