Yes, but . . .: In most cases the answer is yes, but the types of foods and their nutrient and calorie density is an even greater determinant. You could eat smaller portions of very high calorie and low nutrient food and get fatter! consider paleolithic nutrition or speaking to a nutritional specialist for your individual needs.
