All cardiologists: Are trained to read echocardiography in their training. There is no board certification in echocardiography, since it's not a specialty but a diagnostic examination.

Yes: All cardiologists are trained in reading echocardiograms. Board certification does add on to that training but is not required to read echocardiogram. An experienced cardiologist need not be board certified in echocardiography to be good at it.
