I had an arthroscopy 6 months ago to repair a labral tear. i physically cannot do a leg lift. is that bad? trying hurts.

Yes: Did you have physical therapy after surgery? If not, that may be part of the problem. Either way, you are reasonably post-op, so should be significantly improved, so need to call the operating orthopedist for advice / re-assessment.
