Bipolar: It could be a symptom of bipolar but not neccessarily. If you are concerned consult a mental health professional who has experience in diagnosing bipolar. Ask your doctor for a referral. Best wishes.

Excess spending: By itself, no, but along with other symptoms of bipolar it is likely when moods cycle.

Yes: Speding can be a symptom of bipolar DO. Get a psychiatric evaluation for bipolar disorder just to be sure, and psychotherapy with meds as needed.
