Psa: Psa is not a 100% indicator or treatment. Only a biopsy will a true result if treatment is working.

Your father: Has active prostate cancer that is not responding to current treatment by psa criteria. A question is the term 'suffering' - what are his symptoms? I do not know either of the meds he is on, but most reserve treatment for symptomatic elevation of psa. If he is 'hormone refractory', consider alpharadon or zytiga (abiraterone acetate).
