No: Cataracts do not re-grow. Once removed, they are removed forever.

No: A successful cataract surgery removes the cataract ; replaces it with an iol (lens implant). You might be referring to the development of a "secondary" cataract, which is not a cataract but a clouding of the delicate capsule that surrounds the iol. This capsular opacification is what is treated by a laser (yag capsulotomy) to clairify vision that has been affected by it.
