in a diabetic meal would sugar free vanilla with pecans ice cream be considered a starch or fat?

It's a high: Calorie fat. The fact that it has no sugar is of almost no significance, as the calories in ice cream are primarily from fat. Read the labels. Talk w/your dietitian. It's generally a food that should be avoided or taken in moderation.
