Yes you can but: Cast immobilization prevents, ankle motion and may prevent early range of motion resulting in a stiff ankle. You should leave the choice up to your surgeon.

Cast: Needs to allow for postoperative swelling. That being said its up to your dr. I place my patients in a postieor splint and non weight bearing . When edema is down then cast. Ask your surgeon.

Yes: Yes, you can. Prior to the invention of cam walker boots, patients were placed into casts and then transitioned with physical therapy after wards. But it's also surgeon preference, so ask your surgeon why they are choosing a certain post-operative course. Hope this helps!
