Probably not vein.: What you seem to be describing does not sound like a vein. In that location the veins are deep under the clavicle and cannot be seen or felt. It is hard to give an exact answer without seeing this but this is not a likely place for a vein to be seen or felt. You may want to follow up with a vein specialist.
