Had clavicle repair surgery 8 yrs ago, now can see blue veins on that side of my chest? due to stretching during surgery?

No: The clavicle is in close proximity to subclavian vein which drains the arm. That is where nodes involved with breast cancer exist. The vein actually comes in contact with the sternoclavicular junction so that any surgery in that region may have resulted in partial thrombosis. With blood not being effectively drained from the arm, collaterals begin to open which can appear as chest wall veins.
