OnlySingleHeartBeats: By all usual external BP methods, the top number (systolic=peak during heart contraction) & bottom (diastolic=lowest in between heart beats) are each measured (actually estimated) from just single heart beats & the two numbers are from different heart beats, multiple heart beats apart. BP is determined by controls from our brain of heart stoke volume (beat by beat) & total peripheral resistance.
