I think a lot depend: Upon what occurred in surgery, what your preoperative condition was , how long you had cts, how severe it was preop and several other factors including why someone would have surgery again 3 weeks later. There are times when sensation seems "normal" but s actually impaired preop and tingling is actually a return of sensation that is better. As well as other scenarios that need to be investigated.

Carpal Tunnel: Symptoms often resolve soon after carpal tunnel surgery, but not always. If you're saying that things got worse and that you had re-do surgery only 3 weeks after the original surgery, that is not typical. Of course, your surgeon is the best one to comment on that.

May take time: Nerve recovery may proceed at a snail's pace, regrowing and stabilizing at the speed of fingernail growth, 0.1mm daily. However, if you have persistent confusing issues, may be of value to get an updated EMG study, as an expert in the area can show location, extent, scope of pathology, and find whether nerve recovery is proceeding as above.
