Cervical rib: Cervical ribs may cause a neurogenic thoracic outlet syndrome (ntos) in which the brachial plexus is compressed, resulting in numbness, abnormal sensations, and weakness of the upper extremities. This condition is extremely rare, though, and i doubt you have it. You may have disputed neurogenic tos. There is no indication for surgery. Physical therapy is the typical management for this condition.

Be seen: I would certainly recommend you be seen and followed. Certainly one possibility in light of what you said is thoracic outlet syndrome, in which an "extra" rib can cause nerve and vascular compression. There are other possibilities as well.
