No: Immobilization means to keep from moving, so, improper immobilization means not sufficiently immobile .It moves too much.

No: Just the opposite. "improper" is a negative term so this phrase means that the fracture not properly immobilized (like an inproper loose cast), however, it can still be stable if there are other circumstances around the fracture (orif or other means of fixation). Improper immobilization of a fracture can lead to instability but does not necessarily mean it is unstable.
