Fibrous septa: Depending on the location, fat is usually surrounded by fibrous septa that contain and control it. The structure and organization of the septa tend to give fat it's texture and consistency.

It's because of...: ...The fibrous connective tissuea, known as "septae", between the fat cells that it feels bead-like. The fat itself, if you were to feel liposuction aspirate, does indeed feel pretty smooth.
