I wouldn't: Unfortunately these kids are inquisitive and the beads are likely to end up pushed into the nose, ear or inhaled down their windpipe. Although you start out placing them in positions that may be safe, kids will pick at them and loosen them. I like to delay similar things until the kids can talk well and you can caution them.
