I try and walk 5 days a week at least 60 minutes a day on the treadmill at 2.3 mph with no incline is this still considered cardio?

Cardio: Your question is missing any kind of data to make a good answer. The biggest issue is are you getting your heart rate to a level that is 'excercise'...Like at your age you should be at 130 to 140 beats per minute. If you are at this level you are exercising appropriately. If not you are just sauntering and wasting your time.
