GoodCompared to What: Ur observation is correct; all fruit is high carb. Yet glycemic index (affect on bld gluc) less (ur reference to fiber) than glucose & varies depending on fruit. Bigger issue is glycemic load. Historically, was fruit routinely available, cheap & in high quantities to humans? No. Yet we are widely promoted to eat many foods we are not adapted to. Study dietdoctor, taubes, attia, lustig, paleo, hflc.

Fruits & sugar: As fruits go, apple is not a terrible one because of the fiber you mention. It may contain glucose, but the high fiber makes it be broken down more slowly (lower glycemic load) than fruits with less fiber. More sugary ones are pineapple, papaya, banana, etc. Less sugary, more high fiber ones include blueberries, raspberries, blackberries and boysenberries -- they have lots of antioxidants too!
