I have this small blue black spot between my lower lateral and central incisor teeth. evrytime i brush my teeth it will bleed. is this normal?

Not normal.: If this does not resolve in a day or two, please see your dentist, a periodontist, or an oral surgeon for evaluation. Your description suggests some trauma to the gums and it should disappear soon. Otherwise, it is a situation that needs professional investigation.
