Yes: There does not have to be a clear change in WBC with an infection.

Certainly.: Mild and even moderate infections can have little effect on the white blood count. More severe infections may change the white blood cell count. Sometimes, even mild changes in the white blood cells may not be detected by the automated blood count machines, but can be recognized by pathologists.
