Perhaps: It could be several things, such as an area of decalcification, hypocalcification, or something else. You will have to see your own dentist who can examine you and tell you exactly what it is and if any treatment is indicated.

Maybe: The white dot can be decay. This often occurs when braces are removed and a chalky white area remains where the bracket was removed. This type of white area happens because the calcium/ phosphorous decrease in that area of the tooth. This weakens the enamel and is the beginning of decay. White spots can also occur with development of the tooth. Fluorosis can also cause this.
