See a dentist: Please specify exactly what the problem is? Cavity, crowded teeth, missing teeth, infection, gum disease etc. Have your dentist take a look.

Wisdom Teeth?: With so little information it is hard to answer but considering you age i would guess wisdom teeth. When they erupt, they erupt very slowly over years and can very annoying. Occasionally food gets stuck in the partially erupt teeth and the gum swells and hurts. Extraction is the final solution. But in the mean time frequently rinse that area and try some baby teething solution.
