Head bump: It appears that no harm was done by the bump on your childs head. As long as he didnt lose conciousness, vomit, got sleepy and reacting to light he should be alright. If, on the other hand, he develops symptom take him to the er for evaluation.

Normal: Light reflex is exactly what you describe. In response to intense light pupils constrict, when light is off they revert to bigger size to accommodate to ambient light. As to your child, if bump was hard enough, you need to take him to a doctor.
