Sorry but no: Even if the right stem cells existed in the cord blood, the sacral or caudal agenisis or any failure of formation of a congenitally deficient part is made up of complex layers of many tyoes of tissues , that typically date bsack to the 3-8 week of pregnancy in their deficiency. It is not just nerve cells that are missing but everything in the region.
