Yes: Urgency depends on amount, other factors. Pain? Diarrhea? Constipated? Duration? On toilet paper, in bowl, on stool, in stool? Other health issues, meds?Other ssymptoms? May be hemorrhoids, could be other problems. Some of them could be serious. See md asap. Passing only blood er.

Yes: Rectal bleeding is not normal & should be evaluated by your doctor. Maybe something relatively simple like hemorrhoid or fissure, but best not to guess. Your doctor can help you & refer you to a gastroenterologist if indicated.
