Probably not: If it has been 8 years and your have done physical therapy and worked out regularly then I am afraid that you reached maximum recovery. You could consult with an orthopedic surgeon to see if there could be any surgical intervention that may be beneficial.

Likely: Depending on the degree of tearing, this might not be easily fixable. Tendon transfers do exist around the elbow, but they are contingent on near normal muscle function. After eight years some of your muscle tissue has likely been replaced by fatty tissue due to the lack of stimulation of the triceps caused by the tear. This may not be recoverable.
