Shouldn't stop you: If 1) the old TB was treated appropriately , 2) radiologic tests confirms no active disease, 3) you have documentation to verify this, and 4) you are without symptoms of TB ( night sweats, weight loss, cough, fever), then it should not be a problem. Check with the consulate for further requirements specific for dubai.
