Most likely yes: The definition of cancer is unrestricted growth. This is why cancers get larger and spread. A growth that reduces in size over time is not likely to be cancer.

See below. : Although it will increase in size (mass), it's appearance on a mammogram may not show an increase in size if the projections are not exactly the same. Slight differences of angulation in taking a film may allow for a stable appearance or even appear slightly smaller, even though a tumor may have increased in size slightly. If there is any question best evaluation is with a stereotactic core biopsy.
