Possible: Inginual hernias commonly occur along the pathway of the spermatic cord, which runs from the abdominal wall down to the scrotum. The first sign is often pain even before there is a bulge. Your doctor can check on physical examination with the old "turn your head and cough" manuever.

Could be...: But I am not sure you understand the question. If there is no bulge what is it u are feeling at the base of the penis? Pain? Hernia pain can be felt there or on the upper inner thigh or even shooting to the testicle. Hernias can track down into the scrotum and produce a mass in the scrotum without a lump sticking out in your groin. See your primary for an exam.

Unusual: Most hernias do bulge and can return which we call reduce. Most are in the groins off to the side. If prior surgery, hernias can bulge at surgical site. Get checked.
