Fracture: It is possible it's not a new fracture it may be that the original fracture never really healed.To begin with which would be called a non-union. Get new x-ray and if inconclusive MRI and bone scan should be taken to find the cause. That being said it could also be a new fracture if not painful in original spot.

Painful foot: Even though you may have a previous fracture, a new fracture can appear if you have not supported your foot properly. All fractures are accompanied by a sprain to the injured area and that can take longer to heal. Please consult a podiatrist of your choice for a thorough evaluation.
