4yr old still getting ear infections even with tubes in his ears. already has decreased hearing in left ear. should i be concerned?

Probably not: Insertion of tympanostomy tube does decrease the recurrence of ear infection but not totally prevent it. The real benefit of "tube" is draining the fluid cummulated and restoring the hearing. His hearing deficit should have been eliminated or minimized as long as tube remains patent.
