Orthopaedic surgeon: An orthopaedic surgeon deals with problems of the bones, joints, muscles, ligaments, tendons and nerves. A frozen shoulder occurs when the joint capsule becomes thickened and tight, preventing shoulder movement. This is a common in diabetic patients. Injections and therapy can help speed up recovery, but sometimes manipulation or arthroscopic surgery is needed.

Physiatrist: A physiatrist who completed a pain fellowship. They can refer you to an orthopedic doctor if surgery later, maybe. When you can't move your shoulder because it hurts, you aren't going to be offered surgery as first line treatment. Physical therapy will come first. But it hurts, so, an injection, a stellate ganglion block will help control the pain so that you could move your shoulder in rehab.
