Not feasible to be precise based on your brief post, but if you do have a true injury to the plexus, this seems to involve the lower plexus, and one consideration might be a Thoracic Outlet Syndrome. Would start with a neurologist who could properly do an EMG study of the entire plexus, and subsequently find a vascular surgeon with experience in dealing with such issues. Travel may be needed.
