I have a brachial plexus injury. i have full use of the arm and hand but no feeling from the bicep to finger tips. the issue, i get this very intense sensation that runs from my palm to finger tips, pinky mostly. neurologist or orthopedic?

Not feasible to be precise based on your brief post, but if you do have a true injury to the plexus, this seems to involve the lower plexus, and one consideration might be a Thoracic Outlet Syndrome. Would start with a neurologist who could properly do an EMG study of the entire plexus, and subsequently find a vascular surgeon with experience in dealing with such issues. Travel may be needed.
