The top of my foot and my ankle is always swollen, butthere is no pain. my blood pressure is normal. am i retaining water? what could it be? should i be worried?

Local process?: The fact that your problem is (described as) limited to one foot should make you think of a local cause. If retaining water, blood pressure issues were the likely cause, it would most likely be bilateral. Show it to your dr to clarify this.

Swelling: If blood pressure is normal and you are swelling you need to find the cause. If you are overweight , drink alcohol and consume a lot of salt you will swell more. Do you have any health problems? When was last time you had your blood pressure checked? Any injury?

Veins, DJD, DVT.: If the swelling was both feet and legs, it could be related to blood pressure, kidney disease, cardiac disease. However, since it is one side, it may be an injury, arthritis of a joint, blood clot (dvt), vein problem.
