See a dermatologist: Itchy scaling rash on feet could be eczema or it could be due to psoriasis, contact dermatitis or a fungal infection. A dermatologist can do a scraping to determine if there is fungus there and then prescribe appropriate treatment. If eczema cream is applied to fungal infections they will get worse, and antifungal creams do nothing to treat eczema.

Rash: You need a topical steroid and there are many. Consult with your doctor. Some oral steroids are helpful as well.
