I have twin daughters, 28 mnths old. my 1 daughter is speaking & learns more daily while my other daughter has not began speaking. should i worry?

Yes: At 2+ she should have 50 individual words, use I/me and speak in 2 word phrases. This is abnormal and available help requires early recognition and treatment. I would have her hearing checked and an evaluation by a developmental pediatrician & speech pathologist.
