At 2 I expect a kid to understand & use up to 25 woords and link 2 words together in a phrase. They don't use formal sentences until later. If you are worried about her speech or language development have her evaluated by a speech & language professional. They are often found working with schools or rehabilitation centers.

A hearing evaluation and speech therapy are recommended after seeing your pediatrician. Hearing loss may be associated with speech delay. If there are delayed motor skills, please discuss a development consult.
