Exercise will help: Given your height and weight you are definitely not overweight. But you probably have age-related loss of muscle mass. This is replaced with belly fat. Diet alone won't do much. Exercise can have a huge effect. I'd suggest daily exercise for 40 min, with cardio 4-5 times a week at an intensity sufficient to make you short of breath and sweat. Strength training on the other days will help too.

Metformin, Cut carbs: Metformin is one of the best weight loss drugs there is--500 mg three times per day, up to 1, 000 mg twice/day. Metformin is an Insulin receptor sensitizer--it normalizes blood sugar, and reduces elevated insulin. Insulin is the hormone that "pushes" sugar from the blood into the cells where it is stored as fat. Insulin especially enhances storage of belly fat. Cut carbs, which increase insulin.
