May occur together: Infection in the soft tissues of the throat & upper airway can lead to an ear infection by causing inflammatory swelling. Swelling of the eustachian tube blocks it & mucous backs up that can become infected by random throat germs. If anything the throat thing leads to the ear infection, not the other war around.
