Can: Yes, it can. And if the peripheral neuropathy is mostly of the small fibers (burning numbness) then an EMG will typically be normal.

Very unlikely: Advanced HIV (AIDS) sometimes includes peripheral neuropathy. However, it would never be the only problem, and onset after only a year doesn't occur. If you think you're at risk for HIV, get tested, but not because of these symptoms. If your test is negative, you definitely can stop worrying about HIV. See a doctor to learn the cause. Good luck.
