No: Most high blood pressure will not show up on the eye surface but may affect vessels in the back of the eye. A red eye is due to some other surface cause like bleeding , infection, allergy, etc.

Subconjunctival Heme: A subconjunctival hemorrhage looks like a red spot on the white of the eye. This can be associated with eye rubbing, high blood pressure and low platelets. Most of the time a subconjunctival hemorrhage is benign and will resolve spontaneously with or without artificial tears for comfort. When it occurs on both sides, a complete blood count with differential is indicated.
