Can a "symptom" occuring when you have ms mean the same thing as you experiencing an "exacerbation?

Not necessarily: By definition, a relapse means fairly abrupt new symptoms or recurrent symptoms lasting at least 24 hrs, which are not reversing or associated with contact with heat or infection. Symptoms simply may fluctuate, and are merely an expression of underlying disorder.
