Eczema: Eczema is the "itch that rashes." it starts early in life and is usually the first allergic condition to manifest. It could be a certain food that is causing the flare or it could be an allergen. Your child needs to see an allergist for testing and treatment asap. A short term fix is an otc non-sedating antihistamine in the day and Benadryl (diphenhydramine) at night to help the child sleep and cut down on the itch.

Dry skin, allergies?: Itching in children is usually a manifestation of allergies, just dry skin, worse in winter, can cause it. However some infections and other inflammatory conditions may come with itching too. Your pediatrician might help to address possible cause and provide with medications to control it. One first measure is using moisturizing creams or an ointment. Petrolleum jelly or vaseline is an option.
