If your primary care doctor is comfortable diagnosing your condition and then treating it, then, yes, the primary care doctor can treat this. If, however, the diagnosis isn’t clear, then seeing a psychiatrist may be in your best interest. A psychiatrist will be able to diagnose your condition and then treat it. So, you can start with your primary care provider who can then refer you if needed.

Over the years I lost several patients, both male&female, who committed suicide even while under the care of psychiatrists. Because of this I feel that a nonpsychiatrist treating a significantly depressed patient may be taking on too much responsibility & overstepping his/her bounds. Don't hesitate to consult a psychiatrist to treat your mood swings&depression.
