Reoccurring rash on my penile gland. i noticed first july 25 2023. it lasted about 2 weeks and faded away. i spoke to my physician who gave me a syphilis test, the test was negative. well now the rash is back. also have swollen neck lymph nodes?

The syphilis blood tests are very accurate, so you can be assured syphilis isn't the problem. Beyond that, there's no way to even guess at the cause of either the rash or your possibly enlarged lymph nodes. Return to your doctor, or perhaps see a dermatologist. Good luck.
