Is a hiv 4th gen duo and rpr syphilis test conclusive at 45 days? i got a negative result but have been super itchy in palms / soles of feet (no visible rash) along with neck pain near lymph nodes, and body aches post low risk exposure 4 months ago?

Both tests are conclusive, proving both that you do not have either infection and that neither one is the cause of your symptoms. In addition, the rashes of HIV and syphilis almost never itch. They don't cause pain like you describe either. See a doctor and look to other causes of your symptoms. Good luck.
